In a country with a high degree of constitutional instability - the 1958 constitution is the fifteenth since 1791 - it is hardly surprising that the question of changing the constitution is periodically raised. The aim of the conference is to show the difficulties involved. Should we use the revision procedure or convene a constituent assembly? Will it be possible to agree on the content of a new constitution in the current state of extreme fragmentation of opinions and political forces?
